Odoo Community costs nothing to license, but it is not free to run. This guide sets out what UAE companies get, what they give up, and when Community is a sound choice.
Odoo Community is the free, open-source LGPL v3 edition of Odoo, with no licence fee or user limit, but a UAE business must host, patch, back up and upgrade it itself or through a partner. Features many UAE firms expect, including full accounting reports, payroll, Studio, Documents, Sign and official mobile apps, are only in Odoo Enterprise.
Odoo Community is the open-source edition of Odoo, published under the LGPL v3 licence. Any UAE company can download it, install it on its own server or cloud account, and use it for as many users as it likes without paying a licence fee. That headline attracts a lot of interest from startups in Dubai, Sharjah and the northern emirates, and from IT-led companies that prefer to own their stack.
The trade-off is responsibility. With Odoo Community in the UAE you host the system, patch it, back it up and upgrade it yourself or through a partner. Several apps and features that many UAE businesses expect, such as full accounting reports, payroll, Documents, Sign, Studio and the official mobile apps, are only in Odoo Enterprise. Community users fill some of those gaps with free modules from the Odoo Community Association (OCA) or with custom development.

Feature placement reflects recent Odoo versions at the time of writing. Confirm against the version you plan to deploy.
Community works well for a specific profile. If most of these are true for you, it deserves a serious look.
We walk UAE clients through these steps before recommending an edition. They take a few working sessions, not months.
Write down every process you want in Odoo at go-live and mark which apps cover it. If payroll, Documents, Helpdesk or Field Service appear, Community already needs workarounds.
For each missing feature, estimate the cost of an OCA module review, custom development or a separate tool. Add the ongoing effort to maintain that code through each Odoo version.
Include the server or cloud account, backups to a second location, SSL, monitoring and the hours someone spends applying security updates every month.
Odoo releases a new major version every year. Decide how often you will upgrade Community and who will migrate data and custom modules when you do.

Community can support UAE compliance, but more of the setup and checking falls to you. Confirm tax treatments with your tax advisor.
Community can hold the 5% VAT rate, zero-rated and exempt taxes, and print tax invoices with your TRN and the customer's TRN. Building the figures for each EmaraTax return box usually takes extra reporting effort compared with Enterprise.
The 9% corporate tax regime applies above AED 375,000 of taxable income. Community's ledger can support the numbers, but you will likely need custom reports or spreadsheet work to prepare adjustments.
The UAE's PINT AE model sends structured invoices through Accredited Service Providers, with large businesses mandated from 1 January 2027 and others from 1 July 2027. A Community system will need a connector to an ASP, which may mean custom development. Check the latest Ministry of Finance and FTA guidance.
Without the Enterprise payroll app, salary files for the Wage Protection System must come from a community module, a custom report or your payroll provider.
